  7.     The call from the Bush Administration last summer was
  8. tantalizing. Would you be interested, Federal Judge Ricardo
  9. Hinojosa was asked, in a promotion to the federal appeals bench?
  10. Hinojosa declined but allowed that he would accept an
  11. ambassadorship instead. Dumbfounded, his caller noted that the
  12. President might have more in mind for his old Texas friend.
  13. Hinojosa didn't take the hint. Thus when Thurgood Marshall
  14. retired, Bush apparently didn't feel he could name the
  15. Brownsville judge as the first Hispanic on the Supreme Court.
  16. "If I were him," says a senior White House official, "I'd be
  17. kicking myself right now."
